Tom Church has 36 years active military experience in leadership and staff positions, retiring in 2005 as a Vice Admiral. Admiral Church commanded two warships and the Navy’s largest shore installation at Norfolk, Virginia. He served as Navy budget director and Inspector General spearheading the investigation which led to what became known as the “Church Report.”
Church was appointed to the Naval Academy and later the Naval Postgraduate School, where he studied Financial Management. He served as the Navy’s budget director responsible for developing, defending, and executing the Department’s annual budget exceeding $80B. Church oversaw seven Senior Executives (SES)/Flag Officers, and advised the Chief of Naval Operations and Secretary of the Navy on all budgetary matters. He worked closely with the Senate and House Committees overseeing Defense Appropriations (SAC/HAC), senior staffers, and the Office of Management and Budget. Church also served as director of the Navy staff prioritizing the efforts of a large civilian and military workforce to include developing the strategic vision, conducting special studies, and implementing best business practices. Admiral Church became a Principal at Booz Allen Hamilton in 2005, where he was responsible for business development, leading large teams, and managing delivery on numerous projects across multiple portfolios. In 2012, he became Managing Director of Presicient Federal, a global operations and solutions integrator delivering full-spectrum intelligence, technology and security solutions to Intelligence Community (IC) customers. Church joined Augustus Global in 2016 where he focuses on defense, OCONUS market entry, logistics, due diligence, risk mitigation, engineering and management support. |
